Allegations of racism and retaliatory discipline, along with questions about financial practices, are triggering investigations into the organization that administers Medi-Cal to 156,000 low-income people in Ventura County.

A 21-page report by the League of United Latin American Citizens in Ventura County accuses leaders of the Gold Coast Health Plan of disciplining and terminating employees without cause, fostering a hostile work environment and not informing members of a governing commission about staff concerns over financial operations.

“Our overriding goal is to get a new leadership team in there and a new CEO,” said David Rodriguez, president-elect of LULAC in California.
